Bill has umpired fast and slow pitch softball in the Syracuse New York area for over 45 years. During this time Bill has worked all of the major and minor slow pitch leagues for the men's, women's, co-ed and youth programs .

Currently Bill is an active member of the C.N.Y. Softball Umpires Association and sits on the executive board. Past offices that Bill has held include President, Vice-President and Secretary Treasurer. Bill is credited along with fellow umpires Jim Garvey and John Gianuzzi in holding the first slow pitch tournament in Onondaga County. Also the instructional clinic for new umpires was started by Bill. Mr. Lombard also had a long career officiating high school football in the C.N.Y. area. Bill was an active member of the N.Y.S. High School Football Association Syracuse Chapter for 47 years. He retired after the 2005 High School football season.

He held the offices of President and Vice-President. Bill also was responsible for coordinating the training of new football officials. The highlight of Bills football career was being selected many times to work the state High School finals in the Carrier Dome.

Bill retired from Niagara Mohawk in 1994 after 45 years. Bill and his wife Carol have three children sons Bill JR, David and daughter Lynn. Bill worked his first game many years ago with Hall Of Fame member Michael 'Whitey' Fonak and it is with great pride that he is going to be recognized along side of him and with all of the current members of the Hall Of Fame.
